Effective 1 March 2020, stricter controls on a large number of product groups including telecommunications equipment and computers, printers and consumables and similar devices are being made compulsory.
Importers will need to obtain an EAC label for market approval in the Russian market and it will be necessary to comply with the Russian RoHS requirements from March 2020 onwards as well as proof of the electromagnetic compatibility of a product in accordance with Technical Regulation 037/2106.
New-build cartridges are subject to the new rules and cartridges that violate the requirements of the Restriction of Hazardous Substances Directive (RoHS) are no longer allowed in Russia.
This recent change in law prompted Print-Rite to highlight its continued environmental commitment and to explain again about the company’s “unshakable commitment to making products that comply with the requirements of health, safety and environmental protection legislation.”
Within the imaging aftermarket, environmental issues have become a huge issue since it was discovered in 2018 that some aftermarket cartridges contained elevated levels of DecaBDE. The Recycler recently reported on Print-Rite being one of the first aftermarket suppliers to be accredited with QC 080000.
The company states that all of Print-Rite products sold in the European Union meet RoHS requirements. All materials used in Print-Rite’s manufacturing site have been RoHS compliant since 1 January 2006.

RoHS is an abbreviation for Restriction of Hazardous Substances and it is a directive for the European Union that limits certain chemical substances from appearing in electrical equipment including both toner and inkjet cartridges.
The prescribed test scope is based on the EU Directive 2011/65/EU ROHS 2 and EEE and the Russian standard (????/GOST EN 50581-2016) is identical to the two European standards EN50581:2012 and EN 62321.
It is important to note that this change also applies retroactively to devices and products that have already been approved for the Russian market. This means that RoHS conformity must also be provided for products already bearing an EAC label, so that they can continue to be sold on the Russian market and in the Eurasian Economic Union.
